The observance of the International Day for the Eradication of Poverty can be traced back to 17 October 1987 when over a hundred thousand people from all walks of life gathered at the Plaza of Human Rights and Liberties (that time the place is named Trocadero Plaza) in Paris, France to honor the victims of extreme poverty, hunger, violence, and ignorance. The site is also the place where the Universal Declaration of Human Rights was signed in 1948.

A long-term government intervention to address hunger in the country, the ICFP Program is our response to the call of the United Nations to return to or develop a more sustainable and natural organic system to feed the world. The ICFP Program empowers the people to produce their food requirements around their home through fruit, vegetable and root crop gardening, small poultry and livestock raising, and small fish culture.

Ruperto "Ka Uper" Aleroza, NAPC Vice Chair for Basic Sectors, calls on 2016 aspirants to take on the fish challenge. About 2,000 fisherfolk leaders on March 17 marched in Calamba, Laguna and laid down their three main agenda. These are: establishment of fisherfolk settlements and community fish landing centers in coastal communities, development of sustainable livelihoods that uses eco-friendly technologies and postharvest processing facilities, and effective fishery law enforcement through Bantay Dagat. “Kaming mga mangingisda ang pinakamahirap na sektor, pero hindi kami lubusang nabibigyan ng pansin ng gobyerno. Ngayon, hinahamon namin ang mga kumakandidato na iangat ang antas ng aming pamumuhay,” said Ruperto “Ka Uper” Aleroza, NAPC Vice Chair for the Basic Sectors. “Meron na ngang programa para sa mga mangingisda, tulad ng fisherfolk settlement, at handa rin naman ang mga mangingisda na lumipat sa mas ligtas na lugar na malapit sa dagat. Pero nakakalungkot dahil hindi pa rin ito ganap na naipapatupad,” Aleroza added. Aleroza, along with fisherfolk leaders, urged national and local candidates to make fisheries and fisherfolk issues their top agenda and, if elected, they should have the political will to pursue their plans.

Gadwin Handumon, Sectoral Representative of the NAPC Cooperatives Council, says the main sectoral agenda of the NAPC Coop Sector is to resolve the policy issues of cooperatives with other regulatory bodies primarily on taxation, licensing, local taxes, and business. The council passed a resolution to express their strong opposition on the repeal of tax exempt provisions under Articles 60 and 61 of the Republic Act 9520. Some council members even attended tax forums and the Show of Force in Pasay City last October.
