
Atty. Noel K. Felongco

Biography
Atty. Noel Kinazo Felongco is a Mindanaoan, a member of Panay Bukidnon - an Indigenous People of Capiz, Visayas and a humble son of a farmer who had seen, felt and lived in the realities of poverty. He was born in Davao City and grew up in Norala, South Cotabato and Cotabato City. He graduated Bachelor of Arts in Philosophy andfinished his Bachelor of Laws in Cotabato City at the Notre Dame University. Atty. Noel Felongco has served as president of the Partido Demokratiko Pilipino-Laban ng Bayan (PDP-Laban) Central Visayas chapter. He served as a Councilor, for two terms,of Cotabato City from 1998 to 2004.
He also served in the National Commission onIndigenous Peoples (NCIP) during the term of former president Gloria Macapagal-Arroyo from 2008 to 2010 as one of the Commissioners. He was also appointed by President Rodrigo Duterte as Undersecretary for Solid Waste Management and Local Government Units Concerns at the Department of Environment and Natural Resources (DENR). Prior to being appointed as the Secretary and Lead Convenor of the National Anti-Poverty Commission, he served as the Chairman/CEO of the Presidential Commission for the Urban Poor (PCUP) from February 2018 – October 2018, where he was able to craft the five year development Plan of PCUP and the Manual of Operations of the Agency in his short but effective stint as the Chairman. Atty. Noel Felongco was appointed by President Duterte as the Secretary and Lead Convenor of the National Anti-Poverty Commission last November of 2018.

Penelope D. Belmonte
Undersecretary
Biography
Fondly called Ka Penny by her PDP colleagues, she was born and raised in Sta, Cruz, Manila. Her parents are both hard working professionals who taught her to be strong and persevering in facing challenges and adversities.
She completed her Bachelor of Arts in Mass Communication major in Journalism at La Consolacion College in 1990 and her Masters Degree in Public Administration at the Pamantasan ng Lungsod ng Maynila with Latin honors (Cum Laude) in 2008.
She is an accomplished business entrepreneur in the field of beauty and aesthetic since 2007.
She was Legislative Staff and Consultant for the Office of then Manila Councilor Bernardito Ang from 2004 until 2010.
She is also actively involved in many socio-civic organizations and advocacy including the Philippine Red Cross where she served as Manila District Area President from 2005 – 2010; held several positions for PDP Laban Manila including her present designation as Manila Council President; hailed as Mrs. Manila/ Ginang ng Kababaihan ng Maynila in 2002; and standing member of the Forum of Women for Action with Rody Duterte (forward Women).
In 2016, she was appointed by President Rodrigo Duterte to be the Executive Director of National Parks Development Committee.
In January of 2020, she was appointed by PRRD as Deputy Director General of the National Anti-Poverty Commission. She immediately embraced her new responsibility with enthusiasm and vigor, knowing that the agency’s mandate is focused on long term solutions to the problem of poverty. She is grateful for the opportunity to serve in such a fulfilling and meaningful way.
