Upang maisulong ang adyenda ng NAPC laban sa kahirapan, itinataguyod nito ang kampanyang KILOS SAMBAYANAN (Kilos para sa Sampung Batayang Pangangailangan ng Bayan). Nakaangkla ito sa katuparan ng "10 Basic Needs" ng bawat Pilipino.
Ang Kilos SAMBAYANAN ay panawagan rin para sa pagsasama-sama ng lahat ng sektor ng lipunan upang tugunan ang kahirapan gamit ang isang multi-dimensional na lapit bilang tiyak na sukatan ng pag-aanalisa sa usapin ng kahirapan at ng epekto sa buhay ng maralita ng mga programa ng pamahalaan laban sa kahirapan.

The National Anti-Poverty Commission spearheaded the Kilos Sambayanan Laban sa Kahirapan art workshop last September 23 at the National Commission for Culture and the Arts in Manila. More than 40 kids participated in the workshop, where they used their creative imagination to come up with their artistic interpretations of the 10 basic needs and the four pillars of NAPC's anti-poverty policy.
Undersecretary Roseller Barinaga facilitated an inter-agency consultation meeting on NAPC's anti-poverty framework with representatives from the Department of Budget and Management, Department of Finance, Department of Trade and Industry, and the National Economic and Development Authority at the LWUA Conference Room on April 18. NAPC consultant Sonny Africa led the discussion on the agency's book, Reforming Philippine Anti-Poverty Policy, which proposes a comprehensive, universal, and transformative social policy that puts poverty eradication at the centerpiece of all government projects.
The National Anti-Poverty Commission (NAPC) joined the National Capital Region roll-out of the Biyaya ng Pagbabago at the Quezon Memorial Circle on April 15. Through Director Ferdinand Hombrebueno of the Basic Sector Coordination and Advocacy Service (BSCAS), the NAPC expressed its commitment to work with other government agencies in making poverty eradication the centerpiece of all government projects. Dir. Hombrebueno highlighted the agency's Kilos SAMBAYANAN anti-poverty framework that calls for convergence and commitment among all sectors of society to address poverty across its many dimensions toward the fulfillment of the 10 basic needs of Filipinos. The “masagana at matiwasay na buhay Pilipino" goal of Biyaya ng Pagbabago, according to him, will only be achieved if the government addresses the structural roots of poverty – inequality and underdevelopment. The Biyaya ng Pagbabago is a multi-sectoral and inter-agency project under the Office of the Cabinet Secretary and the Office of Participatory Governance that aims to bring awareness on various poverty alleviation programs of the government.
NAPC Usec. Roseller Barinaga visited urban poor residents in Pandi, Bulacan during the 19th anniversary celebration of Kalipunan ng Damayang Mahihirap (KADAMAY) urban poor alliance. Speaking in behalf of NAPC Lead Convenor and Secretary Liza Maza, Usec. Barinaga mentioned NAPC's policy of promoting the 10 Basic needs of the Poor which include shelter, food security, and work.
