The National Anti- Poverty Commission (NAPC) spearheads Regional Consultation on the formulation of the Implementing Rules and Regulations (IRR) of RA No. 11291 or the Magna Carta of the Poor held on Monday at the Cotabato City State Polytechnic College.
Over 572 representatives from the Provincial Local Government Units of Lanao del Sur and Maguindanao, along with local Civil Society Organizations and People’s Organizations participated in the consultation proper.
Dr. Dammang S. Bantala, President of the Cotabato City State Polytechnic College officially welcomed the participants and expressed full support in the Magna Carta of the Poor which is meant to uplift the standard of living of the Filipinos especially in BARMM. While Mr. Emmat Macasindil of the Legal Unit of NAPC discussed the content of RA 11291 and the draft IRR.
It was followed by a plenary discussion where suggestions and concerns were gathered. In particular, an Integrated plan to be formulated must be responsive to the context of the poverty in BARMM and must be treated differently from the other regions in terms of poverty reduction which Psychosocial Support must be carried out especially for the orphans of war as the region has experienced years of armed conflict.
NAPC acknowledged all the suggestions and concerns raised during the event. The agency will be conducting the same regional consultations in different areas of Mindanao until the end of October 2019.
