NAPC gathers LGUs in Region 7 for their inputs on RA No. 11291 draft IRR

The National Anti-Poverty Commission (NAPC) conducts a consultation with around 500 local government units (LGUs) representatives in Central Visayas on the draft Implementing Rules and Regulations (IRR) of RA No. 11291 or the Magna Carta of the Poor at Oakridge Business Park, Mandaue City, Cebu.

This activity is simultaneously being conducted in Regions 1, MIMAROPA and BARMM.

Mandaue City Councilor Marie Immaline Cortes-Zafra on behalf of Mandaue City Mayor Jonas Cortes delivered a keynote speech. She said that our first step is to ensure the participation of the basic sectors and government agencies in the implementation of the law.

DILG 7 Regional Director Leo Trovela was represented by Director Jao Guelos Lucero, wherein she affirmed that their agency and NAPC will make sure that the basic sectors and the LGUs are engaged in the formulation and implementation of the IRR as well as in the monitoring of the LGUs’ compliance in the execution of the IRR.

A plenary session was conducted after Atty. Luz Perez, NAPC Legal Consultant presented the content and salient features of the draft IRR.

Some of the major issues raised by the LGUs are the following:

• budgetary requirement for the implementation of the National Poverty Reduction Plan;
• clarification on the roles of the LGUs
• the sanctions for non-compliant LGUs and;
• the implementation of the Community Based Monitoring System (CBMS) as the single targeting system nationwide

NAPC will conduct the same activity on October 22 to seek the significant inputs from Civil Society Organizations/People’s Organizations in Region 7 at Mariner’s Court, Cebu City.
