NAPC gathers LGUs in Region 6 for their inputs on the draft IRR of the Magna Carta of the Poor

The National Anti-Poverty Commission held a regional consultation on the formulation of the Magna Carta of the Poor (MCP) Implementing Rules and Regulations (IRR) with 130 representatives of the Local Government Units (LGUs) in Western Visayas at the Iloilo Sports Complex.

Dr. Neneth Q. Pador, Iloilo Provincial Government Department Head for Social Welfare and Development Office gave a remarks on behalf of Iloilo Governor Arthur Defensor, Jr. Dr. Pador welcomed the delegates with an affirmation of the continued support of the PLGU in the programs and initiatives for poverty reduction in the country.

Western Visayas DILG Regional Director Ariel O. Iglesia was represented by Mrs. Maricel Bechayda, Government Monitoring Evaluation Division Chief, DILG Region 6. She strongly encouraged everyone to give their significant inputs and to actively participate in the discussion on the draft IRR of RA no.11291.

A moment of silence was requested by Mr. Conrado “Ding” Generoso, NAPC-LACMS Consultant for the safety of our brothers and sisters in Mindanao who have been jolted by 6.6 magnitude quake.

After that, he urged everyone to change the mindset of the LGUs about poverty which is not just a social problem but an economic problem that needs an economic solution.

Then, Mr. Sonny Afable from NAPC Research Unit presented the salient features of RA 11291 and its draft IRR.

An open forum was facilitated as an avenue for the following issues and concerns raised by the participating LGUs:

• Provision of budget for the CBMS survey

• The issue on the sustainability of the poverty reduction programs if they are subject to availability of funds.

• The request to include the status of the 10 basic needs in the CBMS survey form template.

• The lack or absence of provision for penal sanctions for non-compliant LGUs

There will be another leg of consultation tomorrow, October 30, with Civil Society Organizations (CSOs) in Region 6 to also get their significant comments and concerns on the draft IRR.
