October 21, 2019 - The National Anti-Poverty Commission (NAPC) conducted a consultation with around 600 representatives from the provinces of La Union, Pangasinan, Ilocos Sur, and Ilocos Norte at Hotel Ariana, Bauang La Union. This activity aimed to gather their inputs on the draft Implementing Rules and Regulations (IRR) of the Magna Carta of the Poor wherein the five (5) basic rights of the poor were discussed and promulgated.
Under the draft IRR, Mr. Alfredo M. Antonio, Division Chief of NAPC's Local Convergence Coordination Division (LCCD) had identified and elaborated through Rule IV of the Fundamental Rights of the Poor under the following rights:
a.) the Right to Adequate Food where the Department of Social Welfare and Development (DSWD) as leading concerned agency,
b.) Right to Decent Work for Department of Labor and Employment (DOLE),
c.) Right to relevant and Quality Education for Department of Education (DepEd), Commission on Higher Education (CHED), and Technical Education and Skills Development Authority (TESDA),
d.) Right to Adequate Housing for Housing and Urban Development Coordinating Council (HUDCC), and lastly
e.) Right to the Highest Attainable Standard of Health for the Department of Health (DOH).
In addition, under Section 15, other rights were realized including but not limited to the Right to Water and Sanitation, Right to Social Protection, Right to a Healthy Environment, Right to Peace, and Right to Participation in Governance and Development.
After the presentation of Mr. Antonio, a plenary discussion was facilitated by Atty. Orpha Faith B. Malbog, the Legal Consultant of NAPC, wherein she answered some legal queries of the participants regarding their concerns, ideas, and recommendations that are well noted in contribution to the crafting of the IRR.
