The Memorandum of Agreement between the National Anti-Poverty Commission (NAPC) and Local Government Unit of Hinoba-an, Negros Occidental

The E.O 70 series 2018 or the Whole of Nation Approach in Attaining Inclusive and Sustainable Peace Creating National Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National Peace Framework. Contains principles, policies, plans and programs that will bring inclusive and sustainable peace and address the root causes of insurgencies, internal disturbances and tensions as well as other armed conflicts and threats in identified areas. The local shall be responsive to needs and sensitive to realities on the ground. To end this, the mechanism shall include localized peace engagements or negotiations and interventions that is nationally orchestrated, directed and supervised, while being locally implemented.
The MOA between the NAPC and LGU of Hinoba-an includes the following projects and programs of this Office:
1. NAPC’s Five-Year Strategic Framework Development Plan or “Sambayanihan Serbisyong Sambayanan”
2. Provincial Consultative Bodies or PCB
3. Actionable Development Agenda for Poverty Transformation or ADAPT 40-10-10
4. Sambarangayan
5. Coop’poration
these poverty alleviation programs and project requires the assistance of our government line agencies and local government units here in Eastern Visayas by providing quality and accessible basic services to our fellow Filipinos in the region, most especially those who are unserved and underserved in the poorest communities. The Sambayanihan program answers the need to alleviate and reduce poverty and is premised on developing rural and urban agriculture and industry as the most important preconditions for overcoming extreme poverty. NAPC will adopt a strong “whole-of-government” and “whole-of-nation” approach in implementing the Sambayanihan Program.
In addition, the LGU provided the NAPC an Office which is located inside the Municipal Hall and the Brgy. Asia of Hinoba-an also opens the "Sambayanihan Consumer Store" a livelihood project for the locals of the barangay.
