This is being led by Head Executive Assistant/Chief-of-Staff Elias Labro, Jr. under the directives of Secretary Noel Felongco. The participants are IP Ethno-linguistic groups that helped in developing the Village Eco-Governance Development Framework of NAPC.

The PAGCOR-funded PRRD Prototype Project in Kayapa, Nueva Vizcaya will be a trading center for organic farming amounting to Php 3M. The beneficiaries for this prototype poverty reduction project will be the Kayapa Organic Practitioners Association.
