CAR on the Drafting of RA 11291 IRR

October 29, 2019 - With the participation of about 400 Local Goverment Units (LGUs) and Civil Society Organizations (CSOs) of Cordillera Administrative Region (CAR), the National Anti-Poverty Commission (NAPC) conducted a Regional Consultation on the drafting of the Republic Act 11291 Implementing Rules and Regulations (IRR) held at the Igorot Hall of Benguet State University, Northern Philippines Rootcrops Research and Training Center in La Trinidad, Benguet.

This activity was witnessed by the six (6) Mayors namely Hon. Edralin B. Alipio of Alfonso Lista, Hon. Gerald D. Luglug of Hingyon, Hon. Jimmy B. Padchanan, Jr. of Mayoyao with his Vice Mayor Rudy N. Chilagan, Hon. Jaedicke Rhoss P. Dagadag of Tanudan, Hon. James B. Pooten, Jr. of Sagada, and Hon. Thomas K. Wales, Jr. of Bokod.

As Mr. Eusebio R. Jacinto, Jr. of NAPC Grassroots Development Operations Unit (GDOU) and Mr. Eliseo D. Palad of NAPC Monitoring and Coordination Division (MCD) facilitated the discussion, there were several inputs and recommendations being raised which proceeded by the following :

a.) A certain percentage (%) of the Government or National Budget should be allocated for the poor.
b.) Funding Magna Carta should not come from the barangay budget.
c.) Inappropriate and contradictory to other law or policy that is not pro-poor.
d.) Follow the President's federal form of government to eradicate poverty.
e.) Allocate funds on the programs and projects being managed by the barangay.
f.) Barangay level should manage the selection of beneficiaries.
g.) Why there's a need for Magna Carta when we have all the government agencies.
h.) Create an incentive program for the farmers, food processors, etc.
i.) 4Ps beneficiaries are not really poor.
j.) Questioning Manila and Cordillera in terms of the big gap in the salary and opportunity wherein the participant classified us all Filipinos. We are all Filipinos should have no difference.

It was a successful, active, and lively discussion that ended up with the hopes and aspirations of a better future, not only for CAR but intended for all Filipinos.
