RATIONALE

 

Many initiatives have been implemented towards achieving gender equality in the Education, Environment, Peace and Security, and Women’s Economic Empowerment sectors. While positive outcomes have been observed, challenges at various levels of implementation – including external factors such as the COVID-19 and post-pandemic new normal– have prevented programs and projects from being truly inclusive and sustainable.

 

The Philippine Commission on Women (PCW) and National Anti-Poverty Commission (NAPC) Sectoral Multi-Stakeholder Conference on Gender and Development provide a venue for sharing valuable lessons learned from implementing various programs/ projects/ activities to address the issues and concerns of the priority sectors with the objective to gather lessons learned from the perspective of key stakeholders. It also hopes to gather the gains and challenges that will surface and will serve as inputs for the development of gender-responsive policies, programs, and interventions that are more focused on the grassroots.

 

ACTIVITY DESCRIPTION

 

A three-day online conference featuring presentations from community women leaders, Program Implementers, and GAD practitioners from the Education, Environment, Peace and Security, and Women’s Economic Empowerment sectors

 

Target participants include women and men from the government, civil society organizations, and communities involved in identifying, designing, planning, implementing, monitoring and evaluating gender-responsive programs and projects.

 

OBJECTIVES

 

  • To add to the knowledge products on gender mainstreaming in Women’s Economic Empowerment (WEE), Education, Peace & Security, and Environment sectors;
  • To create a venue for convergence with the NAPC Women Sector on networking and learning among the presenters, observers, and GAD practitioners from different sectors of the society, especially at the grassroots level;
  • To document innovative and inclusive gender mainstreaming approaches/modalities implemented by duty-bearers from the government and stakeholders from civil society organizations (CSOs) and private sector through the Compendium of GAD-related Practices that will contain all the presentations during the Multi-Stakeholder Conferences; and
  • To gather recommendations as inputs to GAD-related policy formulation, program/ project development and implementation down the grassroots level.

METHODOLOGY

 

  • Presenters will be divided into four (4) Breakout Sessions according to the Sector they are representing.
  • Presentations will be conducted purely online.
  • The actual conference will be pre-recorded and posted on PCW and NAPC official websites and Social Media
  • Each Breakout room will be facilitated by Panel Convenors who are Sectoral GAD Experts



REQUIREMENTS FOR INTERESTED PARTICIPANTS

 

  • All submissions should be written in English
  • Overview or Rationale of the Program / Project should have a clear summary of the description of the program. It should be composed of not more than 500 words. The overview or rationale must have the following elements:
  • Program/Project Title
    • Objectives
    • Beneficiaries and stakeholders
    • When and where was the program or project was implemented
    • Success Stories in addressing gender issues and gaps during the implementation
  • Program or Project documents such as Concept Notes, Program or Project Design, Accomplishment Reports, Monitoring, and Evaluation Reports, and other supporting documents that were used during the implementation of the program or project.
  • The Program and Project must be implemented from 2016 to 2022.
  • Good Practices and success stories must be implemented in the Philippines



Key guide questions to highlight in the Program / Project Documents:

 

  • What is the problem, gap, gender issue that had to be addressed?
  • What is the PAP (proponents, funding partners, beneficiaries) and how is it supposed to address the identified problem or gap?
  • What are the results?
  • What are the implementation details? (include mechanisms utilized and partnerships established)
  • What are the challenges encountered? How were these overcome?
  • What pushed/facilitated the initiative to succeed?
  • What other success stories were generated?
  • What lessons were learned?  Insights generated?
  • How can the initiative and/or results be sustained?
  • Recommendation/conclusion
  • Bio of the presenter
